    "Projeto Arizona" in Ceará, Northeast Brazil
Development Studies

The University of Arizona and the Federal University of Ceará (UFC) have had a close collaborative relationship since the mid-1960s. In 1996, researchers from BARA initiated an interdisciplinary research program funded by NOAA's Human Dimensions Program. A research partnership was established at the University between BARA, the Department of Agricultural and Resource Economics, and Latin American Studies and in Brazil with the Department of Agricultural Economics at UFC. The initial objective of this research was to analyze the impacts of a climate forecasting capacity on the vulnerability of small rainfed farmers and to assess the way in which such scientific knowledge is used in development policy-making. After 2001, the research focused on community-level vulnerabilities to climate variability. It combined participatory research with a GIS mapping technique to create local level drought mitigation plans for rural municípios in Ceará. This local planning methodology is now being adopted throughout the state and is designed to reduce the amount of clientilism that has traditionally been the mechanism of resource allocation. This research is now known among state policy-makers and University colleagues as the "Projeto Arizona".
